China will reform its pension scheme by unifying the two separate systems for urban and rural residents to allow people better access to social benefits, according to an executive meeting of the state Council on Friday.

养老金“城乡并轨”就是unifying the two separate pension systems for urban and rural residents，也可表达为integrate the basic old-age insurance systems for rural and urban residents。
此次并轨的养老保险制度是城镇居民社会养老保险与新型农村社会养老保险，并非关注度最高、被称为“最不公平”的机关事业人员与企业职工的“双轨”。不过这次并轨将facilitate population movement（促进人口流动），boost consumption（刺激消费）和encourage more business start-ups（鼓励创业）。
